In Little House on the Prairie: New Beginnings, how does Almonzo and Laura get the Victorian house? And, why do they turn it into a boarding home?

If I'm not mistaken it is left to Laura by an old lady who passes away (whose name I forgot), and is a dear friend of Laura's.

That is correct, the house was left to her by a dear old friend whose husband has passed also. I do not recall this lady being in anyother episodes, but a lifetime friend to Laura. The house was so large and would require much more money to keep it up, therefore they turned it into a boarding house, Mr Edwards comes at the end to live there too, Willie and his new bride also, among others.
